They had found that traditional methods for trying to predict technological change and future requirements in the military were not proving as successful as they might have hoped. A new method was developed, the <strong>Delphi technique<\/strong>, which used rounds of iterations and discussions between subject-matter experts to achieve a singular consensus between them.<\/p>\n<p><img class=\"lazyload\" title=\"delphi method\" data-src=\"https:\/\/media.planview.com\/clarizen\/wp-content\/upload\/2019\/08\/august-14.jpg\" alt=\"delphi method\" height=\"400\"><\/p>\n<p>Important components of the Delphi Method:<\/p>\n<ul>\n<li><b>Structured group<\/b>: All participants are aware of how they are to participate, provide their answers, deliver feedback and work towards consensus. Proponents of this structured approach suggest this is more effective at coming to a true approximation of opinions compared to unstructured groups which are liable to personal biases.<\/li>\n<li><b>Anonymity<\/b>: All contributors are kept anonymous, which allows members to express their own ideas or criticize others freely, without having to worry about personal or professional relationships.<\/li>\n<li><b>The facilitator<\/b>: This person holds a neutral role in the group, and is tasked with organizing the questionnaires, collating the information received and summarizing the opinions given so far.<\/li>\n<li><b>Broad reach<\/b>: The <strong>Delphi technique<\/strong> is especially applicable when dealing with multiple stakeholders or where members are separated by distance and\/or time zones. It allows all information to be fed into and disseminated from a single focal point.<\/li>\n<\/ul>\n<p>A typical application of this methodology in project management would see a group of experts answer a questionnaire eliciting their opinions on matters related to the project. These answers are then combined together into a summary by the facilitator and redistributed to the participants to make further comment on.
