This is how things are, sometimes. Strategies shift. Priorities change. It\u2019s frustrating, but it\u2019s not like this is the only thing taking up a developer\u2019s time.<\/p>\n<p>Consider the status reporting, emails, meetings, documentation, and so much more to which the developer must attend, often before doing any real work.<\/p>\n<p>There isn\u2019t <em>actually<\/em> a sinister plot to waylay you from getting work done, it just seems like it. The statistic that most workers are only productive 60% of the time rings true,<sup>1<\/sup> despite our best efforts. Organizations that lack capacity planning have<sup>3<\/sup>:<\/p>\n<ul>\n<li>77% \u2013 Overcommitted resources<\/li>\n<li>62% \u2013 Inability to prioritize resources<\/li>\n<li>56% \u2013 Inaccurate resource estimates<\/li>\n<\/ul>\n<p>Harvard Business Review notes a compounding issue, that development managers keep utilization above 98%<sup>4<\/sup> to speed time to market. But that doesn\u2019t bear out:<\/p>\n<ul>\n<li>People are over-allocated, as committed and in-progress work is largely invisible<\/li>\n<li>Development work is unpredictable, and people need time to work new processes<\/li>\n<li>Queues grow as resources backlog, creating priority shifts before work can even begin<\/li>\n<\/ul>\n<p>Put lack of insight into both demand and resources together \u2013 and in most product organizations, if you have one of these problems, you have both \u2013 and you have the perfect recipe for wasting developers\u2019 time.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Cracking_the_visibility_code\"><\/span><strong>Cracking the visibility code<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Everyone involved knows there\u2019s a problem. But like your smelly dog or that cousin who talks politics at family dinners, it\u2019s a problem you just\u2026 live with. Work around.<br \/>\nUsually there are spreadsheets or desktop products involved; possibly an arcane sticky-note \u201csolution\u201d that only a Level 6 Zen Master could discern; maybe it\u2019s a little of both.
