The money, people, and technology behind it will carry it through.

Most executives don’t trust that bet. Economist Impact research commissioned by Planview found that only 20% of executives are confident in the financial, human, and technological resources allocated to strategy implementation. Four out of five are watching work get funded and committed without confidence that the resources exist to deliver it.

The 2025 Strategy Execution Benchmark points to the source of that doubt. The two most common barriers to responding quickly to change are:

Complex governance and approval processes (39%)

A lack of resources to complete already approved work (33%)

Responding to change comes down to a decision: what to start, stop, or shift, and what it costs everything else.

Read together, these doubts describe one failure. Organizations have plenty of approval processes, but they don’t answer the question that matters most: is there room for this?

Work gets approved, then runs short of people and budget. No wonder confidence is low.

When leadership asks whether the organization can take on one more initiative, hit an accelerated date, or shift funding between programs, the PMO is expected to answer.

That puts the PMO at the center of the problem and the fix. This post makes one argument: the evidence the PMO needs has to arrive before the decision, not after. When capacity, demand, and tradeoffs are visible before the commitment, the PMO makes a different call, and the outcome changes with it.

Table of Contents

Toggle

The Decision You’re Already Making

What You’re Deciding Without

What Changes You Can See Before You Commit

The Decision Is Yours to Make

The Decision You’re Already Making

The PMO’s responsibility is direct: help leadership decide what to fund, prioritize, defer, and abandon. Every planning cycle, every intake review, and every mid-quarter request from an executive sponsor falls under that same responsibility.

The PMO role exists because portfolio decisions are consequential and someone has to bring the evidence that shapes them.

Many PMOs are asked to carry that responsibility without the full picture:

A date gets committed before capacity is confirmed

A new initiative is approved without being weighed against everything else the organization promised

The trade-offs are there no matter what. The only question is whether you can see them in time.

The same decision shows up all over the calendar. An intake review approves or defers a request. A quarterly rebalance moves funding. An escalation asks whether a date can hold.

Each one really asks the same thing: what do we commit to, and what does it cost everything else we have promised? None of them wait for perfect information. Each gets decided on whatever picture exists at the time.

Here’s something to consider:

Every yes is also a no to something else. A portfolio decision made without seeing that no is a worse decision, no matter who makes it.

The consequence is a quality problem, plain and simple. When the evidence arrives after the commitment, the PMO still makes the call, and the call is worse. The judgment is intact; the inputs are incomplete. No one can weigh trade-offs they cannot see.

What You’re Deciding Without

You commit to a delivery date based on the work plan.

However, the plan leaves out the things that decide whether the date holds:

Your real capacity

The priorities competing for it

Dependencies no one has spotted yet

The plan can look solid on its own and still run straight into three other plans approved the same way.

The scenario is familiar. Leadership asks, “Can we hit this date?” The honest answer is, “I don’t know what it will take or what we would have to stop to do it.”

The commitment is made on the strength of the request rather than the evidence. The shortfall in people, budget, and hours becomes visible only after the work is underway.

The plan can be right and the decision is still wrong, because the decision depends on what the plan is competing against.

The data shows how common the gap is. In the 2025 Strategy Execution Benchmark, 31% of organizations cite unclear or conflicting priorities as a top-three barrier to responding to change. That is one of the most widespread structural obstacles the study measured.

Only four in 10 organizations have immediate access to data that is both timely and accurate for decision making. The inputs are usually missing when a decision needs them most.

This is a decision-quality problem, not a reporting one. The PMO lacks the inputs it needs to make a decision, and a better status report later can’t fix a commitment already made without them.

What Changes You Can See Before You Commit

A connected view of the portfolio changes the inputs. Demand, capacity, tradeoffs, and dependencies appear as one picture rather than fragments assembled from separate tools and spreadsheets. With that picture in place, three things change about the decision itself:

The cost of a commitment becomes visible in advance: The PMO can see what a yes requires in capacity and what it displaces before saying it

Scenarios can be modeled before anyone commits: Defer this initiative, accelerate that one, add headcount here, and the consequences appear before the decision, when they can still shape it

Leadership conversations start from the implications: The PMO walks in with the tradeoffs already on the table, and the meeting becomes a decision meeting

Scenario modeling turns the strongest question a PMO can ask, “what happens if we add this initiative,” into one that gets answered before the commitment.

Getting evidence before one decision helps. Getting it on a regular cadence helps every decision that follows.

In the Strategy Execution Benchmark, organizations that revisit strategies and plans monthly or more frequently are 45% more likely to say their revision process supports their ability to respond to change. A steady cadence means each new commitment is weighed against the current picture, not last quarter’s.

The Decision Is Yours to Make

Visibility doesn’t make the decision. It makes a better decision possible.

The connected view surfaces the trade-offs. The PMO weighs strategic value against capacity, makes the call, and owns it. That is the job, and evidence before the decision makes it doable.

You don’t have to build this all at once. Start where missing evidence costs you the most, whether that’s intake, the annual plan, or the recurring date question.

Pick one repeating decision and improve the evidence behind it.

Leadership will keep asking whether the organization can take on one more initiative, hit an accelerated date, or shift funding between programs. Those questions deserve answers built on the full picture. The PMO is best positioned to bring it forward before the commitment is made.

As the PMO, your responsibility is to make the best portfolio decision possible with the best available evidence. When the evidence is connected and arrives before the commitment, the decision gets better. That is the whole argument.

Ready to put this into practice?
