You greenlit the initiatives. The organization is in motion. And somewhere between that boardroom decision and the front lines, your intent got lost. Finance sees approved investments. Leadership sees dashboards. Teams see projects. No one sees how those views connect to the outcomes the work was funded to produce.<\/p>\n\n\n\n<p>A global survey of 600 executives by Economist Impact found that <a href=\"https:\/\/www.planview.com\/lp\/the-economist-impact\/\">85% say<\/a> their organization&#8217;s ability to adapt to change falls short, and strategy implementation failure rates can reach as high as 90%. Planview&#8217;s own State of the Industry research shows the operating reality behind those numbers: <a href=\"https:\/\/info.planview.com\/project-to-product-state-of-the-industry-_report_vsm_en_reg.html\">two-thirds of organizations<\/a> cannot connect their work to business outcomes, and 80% lack the visibility to tie daily delivery to customer experience at all. &nbsp;<\/p>\n\n\n\n<p>The gap existed long before AI arrived. It is an enterprise accountability problem, and for many leaders in this conversation, closing it is precisely the mandate the board handed them when they took the role.<\/p>\n\n\n\n<p>AI widens that gap. With more agents executing more decisions by the day, mistakes happen before any human catches them. A misaligned decision that once moved slowly enough to catch now compounds at machine speed, at scale, before anyone knows it happened.<\/p>\n\n\n\n<p>AI spend is rising rapidly, with limited outcomes to show for it. Worldwide IT spending is <a href=\"https:\/\/www.gartner.com\/en\/newsroom\/press-releases\/2026-02-03-gartner-forecasts-worldwide-it-spending-to-grow-10-point-8-percent-in-2026-totaling-6-point-15-trillion-dollars\">expected to reach<\/a> $6.15 trillion in 2026, with AI-related software growing at <a href=\"https:\/\/www.businesswire.com\/news\/home\/20240819177906\/en\/Worldwide-Spending-on-Artificial-Intelligence-Forecast-to-Reach-$632-Billion-in-2028-According-to-a-New-IDC-Spending-Guide\">roughly 29% per year<\/a> through 2028. And yet, for typical organizations, our research shows more than half of those dollars are wasted on work not aligned to strategy. The same structural disconnect is now compounding against a dramatically larger, faster-moving base of committed spend.<\/p>\n\n\n\n<p>Speed alone is not enough to solve this problem. When an agent reallocates millions of dollars in capacity overnight, your board will not ask how quickly it happened. They will ask who authorized it, against what policy, and whether it produced what you funded it to produce.<\/p>\n\n\n\n<p>Making sure resources and capital are aligned to decisions is the gap strategic portfolio management <a href=\"https:\/\/www.planview.com\/resources\/articles\/what-is-strategic-portfolio-management\/\">was built to close<\/a>. This worked because they controlled the resources that mattered most, often technology resources like developers.<\/p>\n\n\n\n<p>We\u2019re entering a phase where technology and agents can be deployed everywhere and by anyone in an organization. In this new world, investment decisions can\u2019t be centralized \u2013 because inherently they\u2019ll be made and acted upon throughout an organization by anyone with access to tokens.<\/p>\n\n\n\n<p>The problem with this approach is that in most organizations, employees lack the complete picture they need to make informed decisions. Distributing authority without distributing intelligence compounds the gap.<\/p>\n\n\n\n<p>It\u2019s time for a new model. A model where decisions are further decentralized throughout organizations and executed by people and agents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Leaders need a new model<\/h2>\n\n\n\n<p>The gap between strategic intent and outcomes widens because people make decisions without the full picture. Companies must equip everyone in their organizations to make the right decision quickly. In a distributed model, the answer is better-informed decision-makers, operating within governance that closes the gap rather than multiplying it.<\/p>\n\n\n\n<p>Enterprises must prepare for a world where every employee can and should make impactful decisions, where they are armed with all the knowledge necessary to do so, but still governed appropriately to keep enterprises protected. This model assumes that humans and agents will work together using the insights and intelligence to make better decisions faster.<\/p>\n\n\n\n<p>To arm your employees, they must understand more about your business than was previously required. It can\u2019t be one centralized team with the picture. Companies will need a complete and connected model of their enterprise spanning initiatives, resources, financial commitments, and strategic objectives that is visible in real time to every human and agent that needs to act on it.<\/p>\n\n\n\n<p>Governance becomes more critical in this world. But governance must happen in real time, not \u201cbig company process\u201d time. No organization can wait for a human-controlled process to approve, especially when agents will be making some of these decisions themselves.<\/p>\n\n\n\n<p>Instead of centralized project management or transformation functions where capital and resourcing decisions are made, these offices will become enablers, helping every executive leader govern this autonomy within their organizations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What closing the gap requires<\/h2>\n\n\n\n<p><strong>Visibility must reach every decision, human and agent alike. <\/strong>To act with confidence, every human and every agent needs the same picture: what is funded, what is in motion, and what is producing results. Knowing how every human and agent resource is connected to everything else in your business is the only way to ensure every decision will achieve its intended outcome.<\/p>\n\n\n\n<p><strong>Actions must keep pace with change. <\/strong>The average large enterprise takes six to twelve months to implement a strategic decision. A signal surfaces through reporting, leadership convenes, a decision cascades into execution. By the time the organization responds, conditions have shifted. Most companies run on that delay because they lack the connected intelligence and governance to move faster safely.<\/p>\n\n\n\n<p><strong>Governance must be built for speed. <\/strong>Governance can no longer be a synonym for delay.&nbsp; Governance needs to increase dramatically, ensuring the hundreds of decisions made throughout organizations every day are armed with appropriate insights and real-time approvals. Without this, humans and agents will be too slow to act or start circumventing the process.<\/p>\n\n\n\n<p><a href=\"https:\/\/info.planview.com\/project-to-product-state-of-the-industry-_report_vsm_en_reg.html\">Our own research<\/a> traces this pattern clearly: higher-performing organizations are four times more likely to have genuine visibility into their work, twice as likely to inspect that work frequently rather than waiting for periodic reviews, and twice as likely to connect what they execute to customer and business outcomes. The performance gap between them and their peers is not incidental.
